ESGC Disassociates Itself From Illegal Operations of “Betjapa” and Their Technology Partners, DMESystems

The Enugu State Gaming and Lotto Commission (ESGC) wishes to formally inform the general public that the online gaming platform operating under the name Betjapa has never been licensed, approved, certified, or in any way authorized by the Commission to operate any gaming, betting, or lottery activities within Enugu State or anywhere in Nigeria.
Recent reports and conversations trending on X (formerly Twitter) have revealed widespread complaints of fraud, unpaid winnings, and exploitation of unsuspecting Nigerians by operators of the Betjapa platform. Particularly disturbing is the fact that Betjapa falsely claimed to hold a valid license issued by the Enugu State Gaming Commission, an assertion that is entirely untrue, criminal, and strongly condemned by the Commission.
Upon discovering this fraudulent representation, the Commission immediately issued a formal letter to DME Systems, the Douala-based technology and business entity powering the Betjapa platform (and owners of the FlexBet platform on which the sportsbook platform was operating). In that letter, the Commission demanded the following:
- Immediate disclosure of the identity of their Nigerian partner and the nature of their operational relationship;
- Payment of the regulatory fine imposed for illegally conducting gaming operations using the name of the Commission;
- A directive to commence a proper license application process in accordance with the laws of Enugu State and the regulatory framework governing gaming operations in Nigeria.
It is important to publicly state that more than fourteen (14) days have passed since these instructions were issued, and DME Systems has failed, refused, or neglected to comply with any of the regulatory directives. Instead, the company abruptly shut down the Betjapa platform after public uproar and proceeded to selectively pay back some individuals they had previously defrauded.
The actions of DME Systems and their partners constitute a deliberate attempt to evade regulatory oversight, undermine the authority of the Commission, and exploit Nigerians through illegal and unauthorized gaming operations.

The Enugu State Gaming and Lotto Commission hereby states unequivocally that:
- We have no affiliation or operational relationship with Betjapa or DME Systems.
- Any license purportedly presented by Betjapa or DME Systems as originating from the Commission is FAKE and FORGED.
- The Commission will pursue all legal options available—locally and internationally—to hold DME Systems accountable for their illegal operations and the damage they have caused to the public and to the reputation of the Commission.
- Should any agent or representative of DME Systems enter Nigeria, they will be subject to apprehension by the appropriate enforcement authorities for questioning and prosecution over their involvement in unauthorized gaming operations.
The Commission further issues a stern warning to all gaming operators and prospective operators within and outside Nigeria:
“Any entity that engages with DME Systems or deploys their sportsbook, gaming engine, or related technology does so at their own risk and will face regulatory sanctions.”
No operator is permitted to hide under the guise of technology partners, foreign affiliations, or private arrangements to exploit Nigerians through unlicensed or fraudulent gaming activities. The Commission will not tolerate any attempt to misuse its name, emblem, authority, or regulatory standing to deceive the public.
FINAL WARNING:
Any operator or individual considering illegal gaming operations, unauthorized platforms, or deceptive practices—especially those attempting to exploit Nigerians by falsely invoking the name of the Enugu State Gaming Commission—will face the full weight of regulatory and criminal prosecution.
