Gaming Commision of Ghana Inaugrates New Internal Audit Committee
The Gaming Commission of Ghana has inaugurated its 3rd Internal Audit Committee at a brief ceremony held in Accra on July 2, 2025. The Director-General of the Internal Audit Agency (IAA), Mr. T.A. Thompson-Aryee, presided over the inauguration and charged the Committee to support the Commission in upholding sound financial management practices, in line with the Public Financial Management (PFM) Act.
Mr. Thompson-Aryee also emphasized the importance of compliance with recent updates to the PFM Act, especially in the area of procurement controls. He urged the Committee to work closely with the Acting Gaming Commissioner to ensure timely submission and implementation of audit recommendations.
“One of the key updates involves procurements that exceed the threshold of the entity’s spending officer,” he explained. “Such procurements must receive prior approval from the Ministry of Finance through the Central Review Committee. The Ministry will then issue a Commitment Control Compliance Checklist. No procurement should proceed without this approval,” he cautioned. He further reminded the Committee that institutions are now required to implement at least 50% of all audit recommendations under the revised PFM guidelines.

Chairman of the Committee, Mr. Abdul Karim Hatsu, expressed his gratitude to the Director-General on behalf of the members and affirmed their readiness to serve with integrity. He called for urgent action by the new Governing Board to review and approve a number of key draft policies to strengthen governance at the Commission. These include Code of Conduct and Ethics, Standard Operating Procedures (SOPs), Health and Safety Policy and Scheme of Service.
Mr. Hatsu advocated for a “Reset” agenda within the Commission to address longstanding governance and operational challenges, such as compliance gaps, outdated structures, and weak organizational systems. He noted that recent external audit reports had highlighted significant corporate governance lapses, which the previous Committee had raised.
The Acting Gaming Commissioner, Mr. Emmanuel Siisi Quainoo, commended the Audit Committee for their continued support and collaboration since he assumed office. He acknowledged receiving key briefings from the Committee and indicated that he had led Management to resolve most of the outstanding issues. He also announced plans for the Committee to formally engage with the Commission’s Governing Board during its upcoming retreat.
The Director-General administered the Oath of Office and Oath of Secrecy to the Committee members. The newly inaugurated Committee comprises: Mr. Abdul Karim Hatsu – Chairman, Ms. Juliet Nana Yaa Opoku-Manu, Dr. Renee Aku Sitsofe Morhe and Hon. Sedem Kweku Afenyo (MP, Amasaman) as Members, with Ms. Dorcas Yaro as Secretary.
