PSC Meet Mpumalanga Regulator Over New Public Service Commission Act, 2026

The Public Service Commission (PSC) recently met with the Mpumalanga Economic Regulator (MER) as part of its preparations to implement its expanded oversight responsibilities. Under the newly enacted Public Service Commission Act, 2026, the commission’s authority now formally extends across municipalities, state-owned enterprises (SOEs), and other public bodies.

The engagement gave the PSC an opportunity to present its mandate and learn about MER’s operational environment and governance framework. For MER, which regulates key economic sectors such as betting and gambling, the meeting provided valuable insights into the Act and the PSC’s enhanced oversight and advisory responsibilities.

Discussions focused on strengthening core public sector values, including ethical leadership and professionalism, good governance and accountability, and transparency. The parties also explored how to embed high ethical standards across public administration, ensure transparent decision-making and clear institutional responsibilities, and foster openness to build public trust in regulatory processes.

By examining governance structures, institutional responsibilities, and operational environments, the PSC is gathering practical insights to support the effective implementation of its expanded oversight mandate. In high-stakes regulatory sectors, aligning public administration oversight with day-to-day operational realities is essential to maintaining institutional integrity.

The engagement also addressed practical implementation measures, including transitional arrangements for rolling out the Act, opportunities for collaboration and capacity-building, and a shared understanding of the institutions’ respective roles and responsibilities. These discussions laid the foundation for constructive, long-term cooperation.

Through this engagement, the PSC and MER are building a collaborative framework for effective oversight and reaffirming their shared commitment to institutional integrity, accountability, and transparency.
