The International Association of Gaming Regulators (IAGR) is establishing an Illegal Gambling Working Group (IGWG) as part of the ongoing commitment to safeguard and enhance global gambling regulatory practices.
After extensive discussions at the 2023 Botswana conference regarding the significant challenges posed by illegal gambling activities in our member jurisdictions, the IAGR Board has decided to create this crucial working group.
The main objective of the IGWG is to facilitate the exchange of information, experiences, and insights among jurisdictions. Additionally, it aims to assist in establishing more formal modes of collaboration and intelligence sharing, whenever appropriate.
The Great Britain Gambling Commission (GC) has generously volunteered to lead and oversee the IGWG, with Ian Angus, Director of Policy, expected to chair the inaugural session from late March to early April.
The IGWG will serve as a confidential forum for regulatory bodies to:
- Share information about the challenges posed by illegal gambling.
- Exchange jurisdiction-specific experiences and strategies to combat illegal operations.
- Support emerging gaming jurisdictions in transitioning to a regulated market structure.
- Engage with external experts to enrich discussions beyond our regulatory community.
- Share best practices for addressing illegal gambling.
- Act as a liaison for regulators seeking confidential information exchange.
- Assist in drafting Memorandums of Understanding (MOUs) to strengthen international cooperation.
- Facilitate inter-agency cooperation to enhance our collective regulatory efforts.
Our comprehensive approach aims to provide a unified response to the pervasive issue of unlicensed gambling.

Membership in the IGWG is open to all IAGR members, and we anticipate the support of the Board of Trustees in implementing the group’s recommendations.
Interested members are kindly requested to complete the Expression of Interest form by 28 February to formalize their participation.
