Rwanda Eyeing the Introduction of a Central Electronic Monitoring System in Gaming: Jean Claude Mushimire

Jean Claude Mushimire, Executive Director of the Rwanda Gaming Association, provided critical insights into the rapidly evolving gaming landscape in Rwanda in an exclusive interview with iGaming AFRIKA at the inaugural Gaming Tech Summit held recently in Nairobi, Kenya.

Furthermore, Mushirine shared insights on the planned implementation of digital currencies after the country acknowledged the development of central bank digital currencies later last year. The recognition of digital currencies has brought both opportunities and challenges for the gaming industry globally.

According to Mushimire, the shift toward electronic and digital money presents regulatory hurdles that necessitate a comprehensive approach. “The world is changing,” he acknowledged. “As we talk about cashless economies, we must prepare for the inevitable arrival of digital currencies.” Mushimire emphasized the need for well-equipped regulators who can effectively combat issues such as money laundering while maintaining a safe gaming environment.

Mushimire further called for unity among stakeholders within the gaming industry. “We need to work together, to talk together, and to find suitable solutions that can propel the gaming industry forward,” he stated. This commitment to collaboration is essential for ensuring that Rwanda not only keeps pace with regional and global trends but also establishes its own benchmarks for excellence in gaming.

Responsible gaming practices are another important area of focus in Rwanda. One of the key initiatives is the implementation of self-exclusion mechanisms designed to protect players from gambling addiction. “We have introduced what we call self-exclusion, where individuals can voluntarily opt-out of gaming activities,” he explained. This initiative is part of a broader effort to safeguard player identities and personal data. “Data protection is paramount in Rwanda,” Mushimire reiterated, stressing the need to secure players’ information from misuse. To ensure player protection, he highlighted that winners should receive their payouts promptly, stating, “When players win, they should get their amount immediately.”

The Rwanda Gaming Association recently held the Consumer Choice Awards, recognizing Premier Bet as an exemplary operator in the sector. Mushimire elaborated on the qualities that differentiate Premier Bet, including their fairness, transparency, and commitment to customer care. “In Rwanda, we are striving to be an advanced, transparent country with zero corruption. Companies that adhere to regulations and prioritize customer satisfaction will undoubtedly receive recognition,” he noted.

Lastly, Mushimire shared plans in Rwanda for the establishment of a separate regulatory board dedicated to gaming, aimed at improving oversight and efficiency within the sector. He also mentioned the implementation of a central electronic monitoring system, which will connect all operators to a unified hub. “This system is set to have a substantial impact on our gaming industry, ensuring compliance and enhancing regulatory oversight,” he added.
