Building Trust Through Technology: Udukheli Izebuno on the Enugu Gaming Monitoring System

When technology meets governance, transformation follows, and in Nigeria’s southeast, Enugu is fast emerging as a case study of what’s possible when innovation, collaboration, and political will align. At the recently held Enugu State Gaming Conference, organized by the Enugu State Gaming Commission, Udukheli Izebuno, Founder and CEO of Goflux Services Limited, shared insight into the state’s new regulatory and operational shift that is positioning Enugu as a trailblazer in Nigeria’s evolving gaming landscape.

At the center of this transformation is the Enugu Gaming Monitoring System, a digital platform designed to promote transparency, accountability, and inclusion across the state’s gaming ecosystem. Unlike conventional frameworks that prioritize control, the monitoring system was designed to understand and serve the ecosystem it regulates.

Udukheli described it as a bespoke platform built on dialogue and understanding, developed through extensive engagement with stakeholders across the gaming value chain. “It’s not just about the results,” he explained. “We go to you, listen to you, and understand the value that you want and why you want it that way.”

That philosophy became the foundation for a system that does more than monitor. It simplifies compliance, improves communication with regulators, and fosters trust between government and operators. By addressing questions such as how to protect stakeholders, enhance transparency, and improve convenience for end users, the platform sets a new standard for participatory governance in gaming.

Beyond the technology itself, what distinguishes Enugu’s initiative is the level of collaboration driving it. In a regulatory environment often slowed by bureaucracy, Udukheli Izebuno said he was struck by the state’s openness and willingness to engage. “I came in thinking the bottlenecks would be hard,” he admitted, “but I was taken aback by the level of commitment we had, especially from the top. The governor personally called to ask what we needed and that kind of leadership changes everything.”

That hands-on leadership, reinforced by the Commissioner of Finance and other senior officials, has fostered a culture of cooperation that prioritizes results over red tape.
