Uganda Strengthens Player Protection with Responsible Gaming Directives

Uganda has officially implemented the Responsible Gaming Directives, issued by the National Lotteries and Gaming Regulatory Board (NLGRB), signaling a major step toward safer and more accountable gambling in the country. The directives, grounded in the Lotteries and Gaming Act, provide a detailed framework to protect players, regulate licensed operators, and promote ethical practices throughout the gaming sector.

The directives emphasize that gambling should remain a form of entertainment rather than a means to earn money. Players are encouraged to gamble responsibly, manage their personal budgets, and monitor the time spent engaging in gaming activities. The directives clearly identify behaviors that could signal potential harm, including chasing losses, excessive spending, or neglecting personal responsibilities, and urge players to recognize these signs early.

A central aspect of the directives is protecting young people and other vulnerable groups. Under the Lotteries and Gaming Act, Cap 334, the legal minimum age for gambling is 25 years, and operators are strictly prohibited from allowing minors to participate. This protection ensures that young Ugandans are not exposed to the risks associated with gambling and aligns with broader public safety objectives.

Under these directives, licensed operators must:

• Display responsible gaming messages prominently across physical and digital platforms.
• Provide self-assessment tools enabling players to evaluate their gambling behavior.
• Make information about professional counseling and support services accessible to players who may be at risk.
• Train staff to recognize the signs of problem gambling and intervene appropriately when necessary.

Operators are also required to maintain proper records, implement internal monitoring systems, and ensure compliance with all regulatory requirements. Non-compliance can result in penalties, fines, or even revocation of licenses. The directives further emphasize the importance of curbing illegal gambling activities, and the NLGRB collaborates with law enforcement agencies to ensure compliance and protect public trust.

The NLGRB has established a toll-free helpline (0800 285 800) to provide guidance and support to players. In addition, the board conducts campaigns in collaboration with community organizations, educational institutions, and mental health professionals to educate the public about responsible gambling, the risks of excessive play, and the support systems available for intervention.

The directives also integrate a research-focused approach. By collecting and analyzing data on player behavior, gambling trends, and the socio-economic impacts of gaming, the NLGRB can adapt its strategies and refine policies to address emerging risks. Operators are encouraged to leverage technology to implement responsible gaming features, such as deposit limits, session reminders, and self-exclusion options, to reduce the likelihood of harm.
