
Madagascar’s communications regulator, the Authority for the Regulation of Communication Technologies (ARTEC), has opened talks with mobile network operators following widespread public concern over the rising cost of internet services.
The engagement comes after weeks of consumer feedback pointing to the high cost of mobile data, which many citizens say limits access to online services. ARTEC has urged all licensed operators to conduct an immediate review of their data pricing structures and implement adjustments that will make internet access more affordable and inclusive.
According to the regulator, this call forms part of an ongoing review process that began in late 2024, during which several preliminary tariff changes were introduced. The initiative reflects ARTEC’s continued commitment to creating a fair and sustainable digital marketplace in Madagascar.

While the authority does not set or fix retail prices as outlined in Act No. 2005-023, it plays a key role in ensuring dialogue and cooperation between government agencies and service providers. Its focus, ARTEC said, is to encourage balanced solutions that protect consumers while maintaining a healthy and competitive telecommunications sector.
Reaffirming its broader mission, ARTEC stated that expanding affordable and reliable internet access remains central to national development. The regulator continues to work with operators and relevant ministries to strengthen digital inclusion and ensure that every citizen can benefit from the country’s growing digital transformation.
