Borah Omary on taxation and gray markets in Africa’s iGaming industry
As Africa’s iGaming sector continues its rapid expansion, stakeholders are being forced to grapple with a growing list of regulatory, economic, and social considerations. Speaking with Jeremiah Maangi, CEO of iGaming AFRIKA, during the recent SiGMA Africa 2025 conference, Borah Omary, Regional Manager- New Markets and Campaigns for Eastern Africa at betPawa, addressed some of the most pressing issues shaping the industry’s future.
One of the biggest hurdles facing operators today, Borah noted, is the increasingly aggressive tax regimes popping up across the continent. “This is something that governments need to look into to make sure that at least they meet halfway with operators,” she explained. “The impact of this, there are so many impacts, and these impacts are negative. It affects career opportunities, but also it encourages gray markets.” Borah emphasized that overtaxation doesn’t just burden businesses, it undermines the entire ecosystem, potentially pushing out compliant operators and discouraging new entrants.
One argument often made in favor of stricter regulation and higher taxes, is that it’s meant to protect players from harm. Borah Omary agrees player safety is crucial, but believes the current strategy is counterproductive. “You can protect players by doing overtaxation, but these players will go to gray markets and still place bets there,” she said. “You have to look into all angles.” Instead, she called for a balanced approach, one that combines robust regulation with responsible gambling initiatives and fair taxation, allowing compliant operators to thrive while still safeguarding users.

Amid these challenges, Borah’s recent recognition as one of the Top 50 Women in Gaming in Africa stands out as a positive highlight. A recognition that she sees as both an honor and a platform for broader advocacy. “I was so humbled to be featured,” she said. “I also thank iGaming AFRIKA because the coverage you are giving to showcase women in gaming achievements is really important. It helps people know and also creates awareness that there are women actually working in the gaming industry and doing a good job.”
As one of the continent’s rising voices in gaming, Borah offered heartfelt advice to young women looking to enter or rise in the industry. “Represent yourself. Be visible. Share your achievements,” she urged. “If you go and hide, it’s very difficult for people to see what you’re doing.” She encouraged women to use platforms like LinkedIn, engage with industry communities, and celebrate their contributions openly. “You need to meet people, share what you’re doing, and show the impact you’re making.”
