Brazil Launches Legal Online Betting Market with 14 Companies Authorized

On January 1, Brazil officially launched its legal online betting market, with 14 companies receiving full authorization and another 52 pending provisional licenses.

The groundwork for this moment was laid when the national congress approved online betting legislation in November 2018, signed into law by then-president Michel Temer. After years of delays, the chamber of deputies finally gave the law the green light in December 2023.

“The country is taking a fundamental step towards facing the potential problems associated with the sector,” said Regis Dudena, chief of the Secretariat of Prizes and Bets (SPA), reflecting on the launch. He emphasized that the regulatory framework would place fixed-odds bets under state control, starting 2025 with “strict and clear rules.”

The provisional license is valid for 30 days, contingent on companies resolving issues such as certification delays. Notable companies like PixBet and BetMotion were absent from the final list of licensed operators.

KTO, one of the newly licensed companies, expressed excitement about their achievement. “While others claimed the title simply by applying, we understood the journey was far from over until full approval was secured,” said CEO Andreas Bardun on LinkedIn.

The SPA’s 2024 regulations require operators to use “.br” in website domains and mandate facial recognition for bettors to prevent underage gambling. Operators will face a 12% tax on gross gaming revenue, which could lead to an effective rate of around 36%.

The National Association of Games and Lotteries (ANJL) supports the regulations, stating they will help tackle the black market and protect Brazilian bettors. They labeled the granting of provisional licenses as “sensible and fair,” ensuring ongoing operations for legitimate companies.
