German regulator classifies Daily Fantasy Sports as illegal gambling
Germany regulatory body Gemeinsamen Glücksspielbehörde der Länder (GGL) has classified “certain forms” of daily fantasy sports (DFS) as illegal gambling in the country. Germany DFS Daily Fantasy Sports
After reviewing a number of DFS variations, GGL determined at a hearing that they may be categorized as illegal gambling.
The regulator cited the Fourth State Treaty on gaming of Germany, which stipulates that gaming operations may only be carried out with the express consent of the GGL.
After the hearing, according to GGL, a “well-known” DFS provider stopped doing business in Germany.
The decision was made, according to GGL board member Ronald Benter, to shield German players from addiction and illegal gaming opportunities.

“We find that our decisions are accepted by the providers and implemented promptly,” said Benter. “This protects consumers from illegal offers and the risk of betting and gambling addiction.”
According to GGL CEO Benjamin Schwanke, preventing the use of illegal gambling services requires a team effort and should worry regulators and authorities. Germany DFS Daily Fantasy Sports
“Fighting illegal gambling is an important consumer protection issue and can only be effective if all other authorities involved, such as law enforcement agencies, pull together,” he said.
The white list of operators authorized to operate in Germany, which is a list of all of them, was updated last month to include Jackpot50.
Additionally this month, GGL granted Zeal’s Lotto24 AG subsidiary a license for virtual slots.
