Liberia’s National Lottery Authority Has Partnered with Seven Blue Liberia Ltd to Digitalize Licensing
Liberia’s National Lottery Authority has moved ahead with a digital licensing project through an agreement with Seven Blue Liberia Limited.
The deal brings the regulator closer to launching an online system across the country’s gaming market. Officials presented the agreement on May 11 at the office of the board chairman in Monrovia. The platform is designed to replace manual processes with a centralized system.
Peter L. Solo, director general of the National Lottery Authority, said, “This new platform will offer real-time operational data. Audit trails are digital records that show what actions took place and when. It will help regulators review operator conduct and financial reporting.”
Solo believes the system will streamline licensing, improve revenue assurance, and strengthen anti-money laundering controls. Anti-money laundering controls are measures that help authorities detect and prevent the use of gambling businesses to disguise criminal funds.
Board chairman Prince Menkalo Gbieu described the agreement as part of the Authority’s effort to align Liberia’s gaming oversight framework with international standards. He also linked the partnership to a government policy that seeks greater participation by locally owned businesses in national development projects.

The Authority said the digital licensing initiative also fits into wider government plans to modernize public institutions. As well as strengthen governance in revenue-generating sectors. For the gaming regulator, that means tighter supervision of operators and clearer visibility over collections.
