LONASE Partners with 3 Online Operators to Drive Digital Transformation in Senegal’s Gaming Sector

The Senegalese National Lottery(LONASE) has officially embarked on a new era of modernization, seeking to redefine its institutional identity by actively shaping the digital gaming environment with the addition of three new online operators: Lonase 22BET, Lonase WAY, and Lonase Partner.
Under the leadership of Director General Dr. Toussaint Manga, the institution has transitioned from a passive regulatory role, to an active participant in innovation. The institution has set a clear goal to modernize and develop the gaming sector while maintaining strict public oversight.
A core element of this new strategy is restructuring how LONASE interacts with private entities. The institution is moving away from granting simple operating licenses in Senegal, which were previously described as one-sided contracts. Instead, LONASE is to focus on establishing technical partnership agreements.
This shift aims to create a “win-win” environment for all its partners, founded on fairness and equity. To achieve this, they have replaced outdated contracts with more balanced agreements, fostering synergy of action through structuring collaboration around the state’s monopoly on prediction and chance games, and promoting value creation by building relationships based on trust and performance to generate shared benefits.

Senegal’s digitalization plan has recently been reflected in the institution’s conversations with Mauritius-based Lottotech, in an aim, to deepen international cooperation, upgrade gaming technology, develop new products, and enhance institutional capacity through staff training.
As LONASE moves through 2026, the success of these agreements will be measured by their ability to foster a transparent, high-performing, and secure gaming environment. By focusing on these strategic goals, LONASE intends to ensure that the growth of the digital gaming sector contributes directly to the broader development of Senegal.
