NamRA and Gambling Board of Namibia Collaborate to Curb Illegal Gambling and Protection Revenue

The Namibia Revenue Agency (NamRA) and the Gambling Board of Namibia (GBN) recently signed a Memorandum of Understanding (MoU) to strengthen oversight of the nation’s gaming sector.
Signed in Windhoek on March 9, 2026, this strategic alliance aims to enhance regulatory cooperation, strengthen border compliance, and protect national revenue.
A primary focus of this agreement is the regulation of gambling equipment imports. Instead of relying solely on general customs checks, NamRA’s Customs and Excise Department will now implement specialized identification and verification protocols to ensure that all machinery entering the country complies with the standards set by the Gaming and Entertainment Control Act, 2018. By filtering equipment at the border, the agencies aim to systematically curb the influx of illegal gambling machines that often bypass regulatory fees.
Beyond physical border checks, the MoU will establish a comprehensive framework for collaborative intelligence, fostering a synergy that enhances enforcement capabilities. Key features of this partnership include joint investigations, which harmonize the investigative efforts of both agencies to effectively target non-compliant operators; data integration, which streamlines information sharing to close loopholes contributing to revenue leakage, and coordinated enforcement actions, enabling on-the-ground efforts to maintain a high level of regulatory oversight and ensure compliance.

To support these initiatives, GBN will provide specialized training to NamRA officials, equipping them to better detect and monitor sophisticated gambling equipment at border points. This collaboration aims to enhance border security, ensure compliance, and safeguard the country’s revenue interests.
More than an administrative agreement, this partnership reflects a commitment to a transparent and well-regulated gambling market. By combining GBN’s technical industry expertise with NamRA’s enforcement capabilities, Namibia is taking a proactive stance in protecting its financial interests and ensuring that the gambling sector contributes its fair share to the national economy.
