The National Assembly has Invited Public Opinions on The Gambling Control & Lottery Bill

The National Assembly of Kenya has announced that it is inviting public opinions on the Gambling Control Bill, the national lottery bill and three other bills currently being considered by the legislative body.

Hon. Kimani Ichung’wah, MP, the Leader of the Majority Party, has sponsored the National Lottery Bill (National Assembly Bill No. 69 of 2023) to create a legislative structure for the establishment and operation of a socially responsible national lottery. The lottery’s purpose is to consolidate resources to contribute to worthy causes and finance essential sectors. The bill also introduces guidelines for the management and oversight of the National Lottery.

At the same time, Hon. lchung’wah, is sponsoring the Gambling Control Bill (National Assembly Bill No. 70 of 2023), which aims to abolish and replace the current Betting, Lotteries, and Gaming Act (Cap 131) while establishing a legal structure for the regulation of gambling in Kenya that integrates secure gambling principles. Additionally, the bill aims to regulate various forms of gambling, including authorizing prize competitions, public lotteries, and media promotions in casinos and elsewhere.

Other bills as seen by iGaming AFRIKA and that are currently being considered by the National Assembly include the anti-corruption and economic crimes (amendment) bill (National Assembly Bill No. 40 of 2023), the Learners with Disabilities bill (Senate Bill No. 4 of 2023), and the equalization fund (administration) bill (Senate Bill No. 14 of 2023).

According to the National Assembly, public participation is a key component of the legislative process. “

Article 118(1) (b) of the Constitution and National Assembly Standing Order 127(3)
require Parliament to facilitate public participation and involvement in the legislative and other
business of Parliament and its Committees.

The Clerk of the National Assembly hereby invites the public and stakeholders to submit
memoranda on the bills to the respective Departmental Committees.

NOW THEREFORE, in compliance with Article 118(1) (b) of the Constitution and Standing Order
127(3), the Clerk of the National Assembly hereby invites the public and stakeholders to submit
memoranda on the Bills to the respective Departmental Committees.

Members of the public are invited to submit their opinions on the bills by email or through the post office. The memoranda should be sent to the Clerk of the National Assembly via P.O. Box 41842-00100 or through email to [email protected] no later than 5:00 pm on Friday, November 17th, 2023.
