Regulatory Shutdown of Bet9ja Operations in Enugu State Enforcement Notice Clarification

02/12/2026 – The Enugu State Gaming and Lotto Commission (ESGC) hereby issues this formal clarification regarding the enforcement action taken against Bet9ja operations within Enugu State.
The suspension of Bet9ja was not arbitrary, political, or administrative. It was a direct consequence of persistent and deliberate violations of the Enugu State Gaming Law.
Despite repeated regulatory engagements and multiple notices of infringement issued since 2024, Bet9ja, through its operating entity KC Gaming Networks, failed and refused to comply with statutory requirements, including:
- Refusal to grant ESGC access to its backend systems to verify the actual volume of gaming transactions conducted within Enugu State. This constitutes regulatory obstruction and undermines lawful oversight.
- Unilateral assessment and declaration of tax obligations, in diŠregard of the statutory Gross Gaming Revenue (GGR) computation process clearly established under Enugu State law — a process that all compliant operators adhere to without exception.
- Failure to display mandatory ESGC Approval Signage across its outlets in Enugu State.
Failure to submit required documentation necessary for lawful licensing and continued operation within the State.

No operator is above the law.
The Commission will not tolerate any attempt by any gaming company, regardless of size or national footprint, to operate in Enugu State while withholding financial transparency, disregarding regulatory procedures, or determining its own tax liabilities.

The shutdown ofBet9ja’s outlets in Enugu State is therefore a lawful enforcement action taken to:
