AGOK Appointed to New 21-Day Taskforce for the Nairobi County Gaming Law Review
The Association of Gaming Operators Kenya (AGOK) has been appointed to the formed taskforce tasked with reviewing the implementation of the Nairobi County Betting, Lotteries, and Gaming Act, 2026.
Formally established by Nairobi Governor Johnson Sakaja through Gazette Notice No. 14177 dated September 4, 2026, the taskforce was formed after months of consultative meetings between the Nairobi City County Government and the Association of Gaming Operators Kenya (AGOK).
Operating under executive powers granted by the Constitution of Kenya (2010) and the County Governments Act (2012), the multi-sectoral team has been given a 21-day mandate to complete its review and submit its recommendations to the Governor.
The 13-member body integrates county officials, gaming industry leaders, and technical legal advisors. The taskforce is led by Nairobi County Chief of Staff David Njoroge, with Dr. Anastasia Nyalita, the County Executive Committee Member for Business and Hustler Opportunities, serving as co-chairperson. Alvin Omuga Mayoya from the Directorate of Betting, Lotteries, and Gaming leads the Secretariat.
Industry representation within the taskforce includes AGOK industry representatives John Mutua, Levente Menesi, and Angela Kithyoma. County government appointees comprise Lydia Mathia, the County Chief Officer for Business and Hustler Opportunities, CPA Nixon Otieno Awuor from County Revenue, Moses Senator Musa, a County Finance Analyst, and Sylvia Matoke from the County Attorney’s Office.
The body also features intergovernmental and technical specialists, including Grace Njoroge, a legal, finance, and public policy expert, Hellen Mutinda, representing the Intergovernmental Relations Technical Committee (IGRTC), and Haron Ng’eno, representing the Council of Governors.
The taskforce is mandated to review the licensing framework for betting operators, casinos, online casinos, betting premises, public lotteries, prize competitions, pool tables, and amusement machines, including the applicable fees and their impact on businesses and county revenue.
It will also examine compliance and enforcement challenges arising from the transition to the new legislation, as well as identify conflicts, overlaps, and duplications between county and national gaming regulations and clarify enforcement responsibilities.
In addition, it will assess the legislation’s impact on industry stability, revenue, and the ease of doing business, while considering measures to promote responsible gaming, protect consumers, particularly young people, and reduce gambling-related social harm.

Supported administratively and technically by the Directorate of Betting, Lotteries, and Gaming, the taskforce must deliver three core documents, an inception report, a stakeholder consultation report, and a comparative analysis of licensing fees.
Furthermore, every recommendation in the final submission must explicitly specify the execution mechanism required, whether through legislative amendments, regulatory amendments, administrative actions, or direct engagement with the national government.
