Cabo Verde Gaming Tax to Overshadow Overall Tax Growth in 2027

Cabo Verde anticipates CVE52 million (US$530,000) in Special Gaming Tax revenue in 2027. The budget reports growth of 3.2%, which is less than the anticipated 7.9% increase in total tax receipts.

The forecast coincides with the expectation that tourism will continue to be a key driver of the economy, with the proceeds from gaming taxes being distributed among other public funds and the State Budget. Red Cross social game revenue and net profits are covered by separate numbers that should not be included in the gaming tax prediction.

In 2027, the government anticipates that the services sector, especially tourism, will continue to be the main driver of economic activity. “The Cabo Verdean economy should nevertheless record real GDP growth of 5.6% in 2027,” according to the budget.

It is anticipated that other taxes will generate CVE1.067 billion (US$10.87 million) in 2027, a 4.9% rise over the 2026 estimate. While revenue from the Special Gaming Tax is predicted to climb by 3.2%, stamp duty is predicted to increase by 5%.

The State Budget receives CVE26 million (US$265,000) of the CVE52 million (US$530,000) in Special Gaming Tax revenue, while the Tourism Development Fund receives CVE8 million (US$81,500). The budget document states that the Education and Training Support Fund will receive CVE3m (US$30,600), while the Sports Development Fund, Autonomous Culture Support Fund, and municipalities will each receive CVE5m (US$51,000).

Social inclusion, healthcare, sports infrastructure, education, culture and support for institutions of solidarity are among the areas for which the proceeds from social games are allocated.

Additionally, the budget projects a CVE32 million (US$326,000) drop in the Cabo Verde Red Cross concessionaire’s net result from social gaming operations. The CVE117m (US$1.19m) in social gaming revenue reported elsewhere in the budget is not included in this net-result measure.
