Edo Government Establishes State Lottery Regulatory Commission
The Edo State Government has approved the creation of the Edo State Lottery Regulatory Commission, a new body tasked with overseeing all lottery and gaming operations in the state. The approval was granted by Governor Monday Okpebholo, marking a significant step toward formalizing the state’s gaming industry.
In a statement signed by the Secretary to the State Government, Umar Musa Ikhilor, the Commission will act as the central authority responsible for monitoring, licensing, and regulating gaming activities within Edo State.
The Commission’s core responsibilities will include:
- Providing a legal and institutional framework for regulating lottery and gaming operations in Edo State.
- Ensuring transparency, accountability, and integrity in the conduct of lottery activities.
- Safeguarding the interests of participants and the general public by enforcing fair play and responsible gaming standards.
- Generating revenue for the state through structured licensing and regulation of gaming operators.

Governor Okpebholo has also approved the appointment of key individuals to lead the new Commission. The appointees are:
- Rt. Hon. Frank Okiye – Chairman
- Dandy Imoukhuede Oserei – Member
- Elvis Uadiale – Member
- Ndidi Aghimien – Member
- Hon. Habibat Yakubu – Secretary
Their nominations will be presented to the Edo State House of Assembly for consideration and confirmation.
According to Ikhilor, the establishment of the Commission reflects the state government’s determination to create a transparent, investor-friendly, and socially responsible gaming environment that supports economic growth and public trust.
