Gambling Board of Namibia Extends Deadline for Two Gaming Tenders

The Gambling Board of Namibia (GBN) has extended the deadline for two major technology procurement tenders to 26th November 2026, giving interested companies more time to prepare and submit their bids.
The tender covers the Central Electronic Monitoring System, which deals with the supply, deployment and maintenance of a centralised electronic monitoring system for the Gambling Board and Licensing and Document Management System for design, development, implementation and maintenance of an integrated system to automate licensing, workflows and document management.
The Board has also revised its tender requirements, replacing the previous National Preference provisions with Exclusive Preference. Under the new rules, eligible bidders must have at least 51% ownership by Namibian citizens, qualify under at least one recognised category, including SMEs, manufacturers, women owned businesses, youth-owned businesses or previously disadvantaged persons-owned enterprises and also meet Namibia’s local content and compliance requirements.

International technology providers that do not independently meet the requirements can still participate through joint ventures with qualifying Namibian companies. However, these partnerships must maintain at least 51% Namibian ownership and effective control. They must also demonstrate meaningful local participation through skills development, knowledge transfer and capacity building.
The Gambling Board says the amendments are intended to increase local participation, strengthen domestic capacity and ensure compliance with Namibia’s public procurement requirements. The amended bidding documents replace the previously issued versions, and prospective bidders are advised to review the updated requirements before submitting their applications.
