Italy To Overhaul its Gambling Laws

The “Tax Delegation Law,” a regulation that permits “industry reorganization” of the Italian gambling business, has been adopted by the Chamber of Deputies of Italy. The bill has been sent to the Senate for secondary approval, where it is anticipated to pass without opposition. Italy Gambling Laws

In support of the directive, the government’s desire to complete the clearance before the summer break in August was stated by Deputy Minister for the Economy Maurizio Leo. Leo was given the responsibility of leading a delegation that was writing legislation to update the gambling industry in Italy at the beginning of the year.

The government estimates that it will take 18 to 24 months to develop and implement decree reforms after gaining final approval. A further year will be needed to set up the new licensing system and issue new tender notices for gambling concessions that will be finalized in 2024.

According to the proposed law, the government will presumably continue to operate under a system of state concession and police authorization. The government and regions will work together to find a solution for local gambling venue laws, which is crucial for incumbents.

The reform mandates that retail gambling establishments adhere to set opening hours and maintain a minimum distance from critical areas like schools and hospitals of 200 to 500 meters, depending on local legislation. The foundation of the reform is the concentration of gaming operations in safe, regulated venues and a single, uniform distance that is applicable throughout the country.

Long-awaited safeguards include limits on bets and winnings, required training for suppliers, dealers, and operators, strengthened self-exclusion measures, specified minimum standards for gambling establishments, and a ban on betting on underage sporting events.

These reforms aim to strengthen the second-largest market in Europe, which is already robust. They are also essential to improving protections for problem gamblers.

Online gaming, gambling, betting, and bingo licenses have been extended through December 31, 2024, in accordance with the Stability Law of 2022. Italy Gambling Laws
