ISJ Conducts Inspection at Casino Golden Dragon Under “ISJ in Dialogue” Initiative

On September 25, 2026, the Instituto de Supervisão de Jogos (ISJ) conducted an inspection visit to Casino Golden Dragon as part of its “ISJ in Dialogue” initiative.

The program aims to foster direct engagement with local operators, assess operational facilities, including gaming floors, and address key industry opportunities and challenges.

Led by ISJ Director General Dr. Nerethz Tati, the delegation visited the casino, which is located inside the InterContinental Hotel in Luanda.

Representing the venue, InterContinental Hotel Manager Mr. Mário Ferreira welcomed the regulatory delegation and emphasized that structured dialogue provides a vital platform for strengthening institutional cooperation.

A central focus of the visit was evaluating the sector’s contributions to public revenue and local job creation across Angola. During discussions with the venue’s leadership, Dr. Tati emphasized that commercial expansion must align with statutory requirements, operator responsibility, and the creation of social value.

The ISJ noted that ensuring operators’ long-term financial sustainability requires a balanced approach in which commercial growth is matched by rigorous compliance with regulatory frameworks.

Beyond financial oversight, the ISJ reaffirmed its mandate to enforce consumer-protection and responsible-gambling standards. Discussions highlighted the need for customer-awareness programs and operational safeguards to maintain a safe gaming environment.

Through ongoing institutional dialogue, the ISJ seeks to work alongside licensed venues to implement effective player-protection measures while supporting sustainable industry operations.
