Liberia’s NLA Restores LIPAY Inc. Operating License Following Settlement
The National Lottery Authority (NLA) of Liberia has officially restored the operating license of LIPAY Inc., the local entity representing global iGaming brand 1xBet, bringing an end to the administrative dispute that previously led to operational restrictions.
The regulatory body confirmed that following a series of formal hearings and discussions, both parties reached an amicable resolution, finalized in a Settlement Agreement on 14 September 2026. Following the fulfillment of initial settlement conditions, the NLA issued LIPAY Inc. a one-year license for the 2026/2027 licensing cycle, which started on 22 September 2026.
Under the terms of its restored license, LIPAY Inc. is authorized to offer services across three core verticals in Liberia, sports betting, online casino, and online lottery.

To maintain its active licensing status, LIPAY Inc. has committed to full compliance with the NLA Act of 2014, general gaming regulations, and strict guidelines regarding responsible gaming. Furthermore, the operator must adhere strictly to national Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) frameworks.
The NLA noted that the lifting of regulatory restrictions remains contingent on LIPAY Inc.’s ongoing adherence to all terms set out in the settlement agreement, with the operator subject to routine monitoring like all licensed entities in the country.
The NLA agreed to facilitate the removal of the regulatory restrictions previously imposed on LIPAY Inc., subject to the fulfillment of the agreed settlement conditions, as part of the settlement.
