Lottotech Mauritius Achieves Africa’s First WLA Level 4 Certification, the World’s Highest Responsible Gaming Standard

Mauritius’ national lottery operator, Lottotech, has been awarded the World Lottery Association (WLA) Level 4 certification, making it Africa’s first organization to meet the highest responsible gaming standard within a restricted circle of the world’s most responsible gaming entities.
In the world of international lotteries, the WLA Level 4 certification is more than just a symbol of excellence; it represents the highest standard of responsibility and integrity. Out of 165 plus WLA members worldwide, only 20 have achieved and maintained this Level 4 status. By earning this certification for the third time, Lottotech has become the first lottery in Africa to do so, setting a new benchmark for the continent.
Achieving the WLA Level 4 certification requires a thorough evaluation of an organization’s operational integrity and ethical standards. The certification process involves meeting strict criteria, including protecting vulnerable players, providing continuous training for all staff members, offering support and guidance to retailers, adopting responsible communication strategies, and establishing rigorous mechanisms for ongoing improvement.

Luca Esposito Poleo, Executive Director of the WLA, mentioned that while Lottotech is a “relatively small operator,” it has “demonstrated a strong and sustainable commitment to responsible gambling,” and has “shown continuous progress and enhanced its responsible gambling programme.”
Lottotech’s achievement of this triple crown of certification, including the prestigious “Gold Standard,” marks a significant milestone in an industry often scrutinized for its social impact. Beyond mere compliance, this recognition underscores the company’s commitment to governance, transparency, and integrity, aiming to build public trust and reassure the Mauritian public.
For Moorghen Veeramootoo, Chief Executive Officer (CEO) of Lottotech, this recognition is “not a one-off initiative, but a continuous and evolving commitment.” He emphasizes that this international achievement reflects the dedicated efforts of internal teams, as well as collaboration with retailers, the media, and institutional partners. This milestone reflects a global push for higher ethical standards in gaming. In October 2025, 20 lotteries achieved Responsible Gaming certification, its highest number ever, showing a shift toward ongoing, transparent player protection. Since 2024, the WLA requires members to attain at least Level 2 certification, and Lottotech’s repeated Level 4 achievements position it among industry leaders like Singapore Pools and Illinois Lottery, shaping global best practices.
