National Lottery Board Kenya Seeks Service Providers for 2-Year Communication Contract

The National Lottery Board (NLB) has officially invited qualified service providers to bid for a major two-year contract to provide integrated communication, media, and public relations agency services.
As the NLB moves toward operational readiness and long-term sustainability, it is seeking strategic partners to enhance public awareness, institutional credibility, and a culture of responsible participation.
The tender is divided into five distinct lots, and bidders may apply for one or more depending on their demonstrated capacity. Lot 1 focuses on Advertising, Creative & Campaign Services, emphasizing national awareness, educating the public on “Why Kenya has a National Lottery,” and launching operational readiness campaigns.
Lot 2 involves Media Planning & Buying Services, utilizing data-driven strategies to ensure inclusive reach across television, radio, print, and outdoor channels. Lot 3 covers Digital & Social Media Management, including the day-to-day management of official platforms, community moderation, and anti-fraud digital education. Lot 4 concentrates on Public Relations & Reputation Management, aiming to maintain stakeholder confidence, handle crisis communication, and tell compelling stories about “Good Causes.” Finally, Lot 5 pertains to Printing & Promotional Materials, encompassing the production of branded apparel, annual reports, and visibility materials for national and county engagements.

The NLB has established high ethical standards for its partners, emphasizing that all communication should prioritize public trust over commercial hype. Successful agencies will be required to differentiate the National Lottery from commercial gambling hype and casino culture, promote Responsible Play by embedding player protection and age restriction messages in all campaigns, and highlight the Social Impact by ensuring that the Good Causes narrative remains central to all storytelling. Additionally, they must maintain the dignity of the Government, reflecting the professionalism and national character of a State Corporation.
The tender is exclusively reserved for firms with 100% Kenyan ownership. Interested bidders must provide a Tender Security/Bid Bond of KES 250,000.00 issued by a reputable bank or approved insurance company. Other requirements include submitting serialised documents in a continuous ascending order, providing certified financial statements for the years 2023, 2024, and 2025, and proof of registration under the Electronic Government Procurement System (EGP).
