Hon. Henry Musasizi Launches NLGRB Strategic Plan for FY2025/26 – FY2029/30
Hon. Henry Musasizi, the Minister of Finance, Planning and Economic Development, has officially launched the National Lotteries and Gaming Regulatory Board (NLGRB) Strategic Plan for FY2025/26 – FY2029/30, alongside a new Client Charter and Service Delivery Standards.
During the launch, the Minister emphasized that these documents represent more than policy documents, as they embody a commitment to accountability, innovation, responsible gaming, and national development. He stated: “The gaming industry continues to play an increasingly important role in Uganda’s economy. Through effective regulation, enhanced compliance, technological innovation, and stronger supervision, the sector has expanded its contribution to government revenue, employment, and investment.”
Kitariko Kenneth, Chairman of the Board, outlined the operational priorities for the coming years, noting that the Board has focused on strengthening the regulatory framework, closing compliance gaps, and expanding oversight across the country. He further explained that the board is deploying technology to enhance transparency, accountability, and revenue assurance.
In a significant demonstration of the board’s progress, Chairman Kitariko Kenneth handed over the NLGRB’s ISO/IEC 27001 Certification to Minister Musasizi. This globally recognized certification outlines the requirements for establishing and continuously improving an Information Security Management System (ISMS), marking a major milestone in the board’s commitment to data security and professional integrity.
Representing the Ministry of Finance, the Deputy Secretary to the Treasury, Patrick Ocailap, stressed that the success of the initiative depends entirely on its execution while confirming that the Ministry will continue to support the NLGRB within the available fiscal space.
“A strategic Plan without implementation remains a statement of intent. Service Delivery Standards without compliance remain aspirations. A Client Charter without accountability becomes only a public relations document,” said Patrick Ocailap.
This launch signifies a critical operational step in achieving Uganda’s Vision 2040, a comprehensive long-term framework aimed at transforming the nation into a modern, prosperous, and industrialized economy.
This new five-year roadmap is purposefully aligned with the Fourth National Development Plan (NDP IV), which marks the start of the second half of Vision 2040 and focuses on sustainable industrialization for inclusive growth and wealth creation, by integrating the government’s Tenfold Growth Strategy, which seeks to aggressively leapfrog the national GDP from $50 billion to $500 billion.
