ISJ Holds Workshop on Gaming Authorisation Procedures Under Instruction No. 2/26 in Luanda
The Gaming Supervision Institute (Instituto de Supervisão de Jogos, ISJ) held a workshop in Luanda to outline the procedures for obtaining gaming authorizations.
The event took place on Thursday, 8 October, in the auditorium of the Michael Kennedy Building at the University Extension of UCAN. Attendees included ISJ Deputy Director General Cláudio Paulo, senior technical officers from the institute, and representatives of gaming operators and promoters.
The workshop aimed to clarify processes for economic operators, promotional gaming entities, and users, while encouraging voluntary compliance with applicable regulations. It also provided an opportunity for operators to raise regulatory questions and share practical experiences.
The session focused on the guidelines set out in Instruction No. 2/26, dated 15 April. Topics included rules for promotional and advertising raffles involving random draws for commercial or marketing purposes, compliance requirements for prize contests, and procedures for legally importing amusement gaming materials.

In her opening address, ISJ Director General Nerethz Tati reaffirmed the institution’s commitment to clear, transparent, and accessible administrative procedures.
“Regulation is not just about creating standards. It is also essential to ensure that procedures and rules are clear, properly understood, and fully observed by all stakeholders,” Tati said. She added that submitting complete applications on time can speed up processing and improve institutional efficiency.
Through the initiative, the ISJ aims to strengthen collaboration across the sector and promote preventive, information-led oversight to support a transparent, lawful, and responsible gaming environment in Angola.
