Malawi Gaming Regulator Opens a 5-Year Gambling Contract

The Malawi Gaming and Lotteries Authority (MAGLA) has invited qualified companies to bid for a five-year contract to design, develop, implement and maintain an Electronic Monitoring System (EMS) for the country’s gaming industry.

The tender follows the July 2024 implementation of an EMS, which the Ministry of Finance lauded for enhancing revenue recording, real-time monitoring, and reporting across lottery, gaming, and sports betting operators.

MAGLA issued a Request for Proposals (RFP) on October 21, 2026, inviting qualified local and international companies to submit bids. The notice states: “The contract will be for a period of five (5) years. Bids must be submitted by November 23 at 16:30, with the opening scheduled for November 24 at 10:00.”

Interested companies must pay a non-refundable fee of MWK 10 million for local applicants or USD 5,000 for international applicants to obtain the Request for Proposals (RFP).

In its 2024/25 Consolidated Report for State-Owned Enterprises in Malawi, the Ministry of Finance of Malawi highlighted a number of reasons for MAGLA’s enhanced financial performance, including the introduction of EMS, increased licensing and enhanced compliance.

MAGLA reported a surplus of MK7.113 billion (US$4.1 million) in 2024–2025 as opposed to MK398.74 million (US$230,000) in 2023–2024. Also, the Ministry’s report noted an 86% rise in the authority’s revenues.

Malawi’s new gaming regulations, which took effect in April 2025, mandated that operators integrate with MAGLA’s electronic monitoring system in order to increase compliance and transparency. It is unclear from the October 2026 RFP if the new five-year consulting contract will expand, replace or update the current monitoring system.
