Celebrating 2024’s Top 50 Most Influential Women in Gaming, Africa: Caroline Kongwa
Nalukui Caroline Kongwa is a distinguished legal professional serving as the Chief Strategic Adviser for the National Gambling Board (NGB) of South Africa. With over 22 years of experience in legal, regulatory, and compliance matters, she is an admitted attorney currently finalizing her doctorate in Banking Law.Â
Since her tenure at the NGB began in 2014, Caroline has focused on establishing South Africa as a leader in gambling regulation across Africa. She has guided the implementation of a self-funding model for the NGB, which collects monitoring fees through the National Central Electronic Monitoring System—a critical development for overseeing Limited Payout Machines in the gambling industry. This initiative has not only supported compliance and enforcement but also contributed to job creation and revenue generation.
Caroline is a strong advocate for the International Association of Gambling Regulators (IAGR), where she serves as a Trustee. She believes that IAGR offers valuable networking opportunities that promote learning from global best practices in gambling regulation. Her aim as an IAGR trustee is to enhance engagement among African gambling and gaming regulators and connect them with international stakeholders.

Academically, Caroline holds a Master’s degree in Mercantile Law with specializations in Banking Law, Competition Law, and Indirect Tax Law, alongside a Bachelor of Law (LLB) degree and a Postgraduate Diploma in International, African, and Regional Law. Additionally, she has completed certificates in Economic and Developmental Policy and Labour Relations. Her ongoing doctoral studies focus on Financial Consumer Protection within the framework of Twin Peaks regulation in the banking sector.
In recognition of her contributions, Caroline Kongwa was appointed Vice President of the International Association of Gambling Regulators (IAGR) in October 2023. Her leadership within the NGB has positioned her as a key figure in gambling legislation, ensuring that legal and regulatory standards are upheld within the industry.
Caroline Kongwa’s commitment to responsible gambling and strategic regulatory practices marks her as an influential leader in South Africa’s legal landscape.
