Ghana’s NLA Pays GH¢10 Million Dividend to Consolidated Fund

The National Lottery Authority (NLA) of Ghana has officially transferred a dividend payment of GH¢10 million to the Ministry of Finance for deposit into the Consolidated Fund.
Led by Board Chairman Mr. Frederick Amissah and Director-General Mr. Mohammed Abdul-Salam, the NLA executive delegation presented the GH¢10 million cheque to the Minister for Finance, Hon. Dr. Cassiel Ato Forson. The contribution serves as a tangible demonstration that the Authority’s ongoing operational and regulatory reforms are beginning to deliver positive financial results.
As a state-owned institution, the National Lottery Authority carries a statutory responsibility to generate value for the people of Ghana and contribute meaningfully to central government revenue. The GH¢10 million dividend payment marks a strategic turn toward active financial remittance following internal restructuring efforts.
Presenting the cheque on behalf of the NLA Board, Management, and Staff, Director-General Mohammed Abdul-Salam emphasized that the remittance reflects the initial yield of a broader institutional overhaul. He noted that the Authority is focused on implementing measures that improve efficiency, uphold transparency, and ensure that public lottery operations deliver direct financial returns to the central treasury.
As part of the reforms, the Authority has directed all Private Lotto Operators (PLOs) to stop manual operations and migrate to Point of Sale (POS) terminals. The NLA has also requested support from the Ministry of Finance to acquire logistics to improve its operational capacity.
The Authority said it is reviewing revenue-sharing arrangements with private operators, adopting an open and competitive licensing framework, and implementing independent, real-time revenue monitoring systems across licensed operations.

Receiving the cheque, Finance Minister Dr. Cassiel Ato Forson welcomed the NLA’s contribution to the Consolidated Fund, describing it as a positive step towards restoring the Authority’s role in supporting government finances.
He said the Ministry of Finance will work with the Office of the Attorney-General to review existing agreements affecting the NLA’s revenue position and ensure that national interests are protected.
While welcoming the GH¢10 million contribution, the Minister said the NLA has the potential to generate higher returns for the state and urged the Authority to remain focused on its mandate and continue remitting surplus funds to government.
The NLA also plans to introduce a Sports Fund Lotto in collaboration with the Ghana Sports Fund to support sports development and increase contributions to national development.
