Morocco Projects SOREC, lottery & Gambling Earnings of US$19.5 million 2027

Morocco’s draft 2027 Finance Bill projects MAD195m (US$19.5m) across three budget items linked to betting, lotteries and SOREC (horse racing).

The Moroccan Ministry of Economy and Finance released the Draft Finance Bill for the 2027 Budget Year (Bill No. 60-26) on October 23. It projects MAD90m (US$9m) from mutual betting deductions, MAD80m (US$8m) in lottery proceeds, and MAD25m (US$2.5m) in expected distributed profits from the Royal Society for the Encouragement of the Horse (SOREC).

Additionally, the draft proposes amending Morocco’s General Tax Code’s Article 228, which controls automatic tax assessment processes.

Subject to applicable legal requirements, the proposed change would include a declaration pertaining to gaming winnings among the cases that could initiate the procedure if necessary declarations are not submitted within the legal deadline or are incomplete.

According to a Hespress report, if the law is approved in its proposed form, the change will go into effect for operations started on January 1, 2027.
