Responses to the clarification questions will be published with the due date for submission of
proposals. The aforesaid RFP can be downloaded from the MER’s website: www.mer.org.za. or can be
obtained from the office of the Mpumalanga Economic Regulator.
This represents an important regulatory turning point. Since the province hasn’t issued new licenses in many years, secondary market prices have skyrocketed, even for permits that are dormant or inactive. This process’s reopening signifies enhanced market accessibility and a significant change in provincial licensing rules.
