Tunisia Proposes 60% Tax on Gaming in 2027 Finance Bill

Tunisia has proposed a 20% increase in tax on covered games and competitions in the draft Finance Bill 2027.
The policy is part of the government’s planned fiscal reforms for 2027; the extra funds are meant to improve social security funding. The bill is still being considered in parliament.
The proposed 20 percentage point increase is outlined in Article 24, paragraph 3 of the draft bill. The existing 40 percent charge was established under Article 17 of Law No. 48 of 2024, Tunisia’s Finance Law for 2025, dated December 9, 2024.

The explanatory notes in the draft discuss competitions and games that are entered immediately over the phone or via SMS. However, it is unclear from the documentation that is currently accessible whether the proposed tax covers all online gambling and sports betting. A projection of the anticipated revenue from the proposed tax increase is not included in the draft.
The measure was referred to the Finance and Budget Committee on October 16 after being presented to Parliament on October 14. The proposed tax increase has not yet been implemented and is still pending parliamentary approval.
