NLGRB Rallies Agencies Against Irresponsible Gaming

The National Lotteries and Gaming Regulatory Board (NLGRB) this week underscored its commitment to responsible gaming and regulatory efficiency through high-level engagements in Kampala, Uganda. On October 1, 2025, NLGRB CEO, Denis Mudene addressed the 4th Heads of Government Agencies (HOGA) Meeting, hosted by the National Water and Sewerage Corporation (NWSC).

He urged fellow government leaders to take collective action against irresponsible gaming, citing its potential to create social and economic harm if left unchecked. “Irresponsible gaming poses real risks to our communities. We must work together in sensitization and awareness creation, especially to address underage gaming.”

Leaders present at the HOGA meeting welcomed the call and pledged to support the Board’s efforts by sensitizing their staff and sharing strategies to protect the public. The HOGA platform also saw wider calls for innovation in public service. NWSC, Managing Director, Dr. Eng. Silver Mugisha urged agencies to rely more on local solutions than imported systems, while Jane Kyarisiima Mwesiga, Deputy Head of Public Service and Chairperson of HOGA, emphasized outcomes over processes. “Public service must be judged by outcomes, not just outputs. We must harmonize mandates, avoid duplication, and build stronger systems through collaboration, not silos,” she said.

On October 2, the Board engaged licensed gaming operators ahead of the 2026 license renewal cycle, showcasing its upgraded online licensing platform that promises a faster, more transparent, and user-friendly process, an initiative operators welcomed as a significant step toward modernizing regulation and cutting bureaucracy.
