Kenya Establishes Gambling Regulatory Authority to Replace Betting Control and Licensing Board
The Betting Control and Licensing Board (BCLB) has recently announced the transition to the newly established Gambling Regulatory Authority of Kenya (GRA), following the signing into law of the Gambling Control Act, 2025.
The new law, which received presidential assent, creates the GRA as the statutory body responsible for regulating all gambling activities in Kenya, taking over the functions previously held by the BCLB.
According to a public notice signed by Peter K. Mbugi, the Acting Director General, the transition process is already underway and aims to ensure a smooth and effective shift to the new regulatory framework.

Key Developments During the Transition
- Formulation of New Regulations:
The Authority is currently drafting comprehensive regulations under the new Gambling Control Act, 2025. These will outline the detailed framework for licensing, compliance, and operational standards across all gambling entities. - Moratorium on License Processing:
To ensure a seamless transition and the effective implementation of the new legal framework, the receiving of annual license applications was suspended. - End of Transition Period:
The transition process is expected to be completed by the end of February 2026. Further communication will be issued to announce the official commencement of the Gambling Regulatory Authority of Kenya and the resumption of licensing activities under the new regime.
The notice further clarifies that all current license holders will continue operating under their existing terms and conditions until their licenses expire.
Mr. Mbugi thanked stakeholders for their patience and cooperation during this crucial period, emphasizing the government’s commitment to building a more robust and responsible gambling regulatory environment.
