Rwanda Development Board Calls for National Lottery Operator(s)
Kigali, 9th October, 2025 – The Rwanda Development Board (RDB), acting through the National Lottery & Gambling Commission (NLGC), invites applications from qualified and reputable operators to manage and operate the National Lottery in Rwanda.
The objective of the National Lottery is to mobilize predictable proceeds for public-interest programs (health, sports, culture and related causes); offer low-stakes, socially responsible, transparent products; and uphold international-standard integrity, technology, and accountability.
Applications are welcomed from operators with:
- Successful experience in operating national lotteries or comparable large-scale systems;
- Sufficient financial capacity and technical expertise to deploy secure, modern platforms with nationwide reach;
- Established responsible gambling measures and strong compliance with AML/CFT frameworks.

Submissions must include all documentation and proof of payment required under Ministerial Order No. 01/013 of 20/06/2013. In addition, applicants must provide:
- Corporate profile and ownership structure;
- Evidence of experience in lottery or similar large-scale gaming operations supported by at least one regulatory reference;
- Proposed operational approach, including platform technology, distribution channels, governance, and proceeds allocation;
- Confirmation of financial and technical capacity;
- System demonstration (overview and readiness plan).
Applications must be submitted by email to NLGC@rdb.rw with the subject line “Application for National Lottery Operation.” Payment instructions should be requested from the same address. Only complete applications, including all required documentation and proof of payment, will be considered. The submission deadline is 31 October 2025.
