Seven Blue Fights National Lottery Authority Default Claims
Seven Blue Ltd—the Liberia Online Gaming and Casino Commission—responds to the Liberia NLA default notice, claiming that its official portal is suffering from “unauthorised interference” by rogue individuals seeking private gain.
On September 10, 2026, the National Lottery Authority (NLA) formally issued a Notice of Default, Administrative Directive, and Demand to Cease and Desist against Seven Blue Ltd, a Delaware-registered company.
Signed directly by NLA Director General Hon. Peter L. Solo, the enforcement action cited multiple material breaches of Seven Blue’s Online Gaming Licensing Service Agreement.
The NLA charged Seven Blue with operating a ‘fictitious’ regulatory brand by creating and operating under an unauthorized entity styled as the “Liberia Online Gaming and Casino Commission,” which lacked statutory standing. Additionally, the vendor was accused of collecting operator licensing fees through private accounts and unauthorized channels, instead of the state’s designated transitory account.
Furthermore, Seven Blue was reported to have promulgated unapproved tariffs by publishing and collecting non-official fee structures, including an unapproved “turnkey €50,000” tariff. The NLA also noted the vendor’s failure to maintain a required local operational presence in Monrovia and its misrepresentation as the official regulator and licensee of Liberian gaming operations.
In the statement, NLA’s directive imposed a strict 48-hour deadline requiring Seven Blue to take several urgent actions. First, the company must acknowledge in writing that the NLA holds the sole statutory licensing authority under the National Lottery Authority Act of 2014.

Second, Seven Blue is instructed to immediately cease all use of the NLA’s name, official seals, the Liberian flag, .gov.lr web domains, and the title “Liberia Online Gaming and Casino Commission.” Third, the vendor must submit a comprehensive account audit, including a full schedule of all issued licenses, pending applications, reseller agreements, and complete bank statements for the transitory account.
Lastly, Seven Blue was required to instruct all active operators and applicants to remit any outstanding licensing fees exclusively into the official NLA USD Transitory Account at Guaranty Trust Bank (Liberia) Limited.
Hon. Peter L. Solo, Director General of the NLA, stated: “The National Lottery Authority takes seriously its responsibility to regulate Liberia’s gaming sector with integrity and transparency. We cannot permit unauthorized intermediaries to collect public funds or to misrepresent themselves as regulators.
“This action protects both the government’s revenue and the public’s interest in a properly regulated gaming market. We welcome legitimate businesses that operate transparently within our regulatory framework. However, we will take swift and firm action against those who seek to exploit Liberia’s gaming sector for personal gain.”
The NLA established a 60-day cure period for Seven Blue to remedy these defaults. Failure to comply will result in full agreement termination, recovery of off-account funds, court injunctions within Liberia, and formal criminal referrals to the Ministry of Justice and the Liberia Anti-Corruption Commission (LACC).

On November 7, 2025, the NLA launched a strategic Proof of Concept (POC) program with technology providers 7BLU Global and Liscons Inc. Under the NLA Act of 2014, Director General Solo signed an appointment letter granting MM & Co. Law Firm and Cllr. J. Adolphus D. Karnuah “full and unrestricted authority” to represent the NLA, 7BLU Global, and Liscons Inc. in promoting the online gaming licensing framework, facilitating partnerships, sales, and technical collaborations, and supporting the programme.
Official communications from the government further established the partnership, with dispatches from a government email ([email protected]) designating gaming.nla.gov.lr as the official NLA offshore licensing portal. Continued support was formalized on March 31, 2026, through an operator agreement co-signed by Director General Solo and the Minister of Finance and Development Planning. Subsequently, on April 2, 2026, the NLA Facebook post publicly acknowledged and promoted the online gaming partnership across official government channels.
On 15 September 2026, the Liberia Online Gaming and Casino Commission issued a public “IMPORTANT NOTICE” to counter the allegations of default.
In the notice, Seven Blue claimed that its official portal (gaming.nla.gov.lr) had suffered unauthorized interference by individuals acting beyond lawful authority for private gain, and it confirmed that the dispute had been escalated to the Office of the President of Liberia.
The company also cited a four-point evidence trail, including the November 2025 appointment letter, government email transmissions, the March 2026 Ministerial agreement, and the April 2026 Facebook endorsement, to demonstrate that it operated under continuous written approval from the government.
Additionally, Seven Blue warned that disavowing signed authorizations that were relied upon and financially fulfilled would trigger severe legal proceedings, and it confirmed that all contracts, payment records, and relevant evidence are fully preserved. To protect operator trust, Seven Blue pledged that if the Liberian government fails to restore the regulatory position, all affected license holders would be entitled to a full refund.
“We sincerely apologise for the inconvenience and uncertainty. Every available step is being taken to protect licence holders and restore the proper regulatory position without delay,” the statement read.
