Celebrating 2024’s Top 50 Most Influential Men in Gaming, Africa: Bashir Are
Bashir Are is the CEO of the Lagos State Lotteries and Gaming Authority, where he has driven transformative changes since 2019, propelling the gaming regulatory industry in Lagos to new heights.
With over 28 years of experience in both private and public sectors, he is recognized for his innovative, results-driven approach to leadership. His extensive background includes business process reengineering, project management, fintech, and international trade.
Before his current role, Bashir Are served as COO at Funds & Electronic Transfer Solutions (fets) Limited in Nigeria, overseeing revenue collections and electronic payments of over $31 million monthly.
His leadership in developing lottery and mobile money platforms saved the company millions and helped secure a $4 million innovation grant from the IFC, DFID, and Bill & Melinda Gates Foundation.

Earlier, he held senior consulting roles for Getronics, EMC, and Northrop Grumman on major U.S. federal projects and worked as a Senior Systems Engineer at Lockheed Martin.
Bashir’s public service includes his tenure as Sole Administrator of Lagos Island East, where he led strategic collaborations to promote employment and improve business accessibility in partnership with the UK’s DFID.
As a Board of Trustees member for the International Association of Gaming Regulators, he continues to influence global gaming standards and drive impactful change across the industry.
