NLA to Brief the Liberian Senate on Enforcement, Compliance, and Underage Gambling Prevention
The Liberian Senate has initiated a review of the growing crisis of underage gambling and illegal betting operations across the country.
During a plenary session on Thursday, March 5, 2026, lawmakers expressed deep concern over reports that minors are accessing gambling platforms in several counties in Liberia, including Montserrado, Bong, Grand Bassa, and Margibi.
The push for legislative action was triggered by a communication from Senator Amara M. Konneh of Gbarpolu County. Senator Konneh highlighted a troubling trend where minors, who are strictly prohibited from gambling under Liberian law, are participating in betting activities.
According to the senator, allowing minors to participate in gambling exposes Liberia’s youth to risks such as addiction, exploitation, and long-term social harm. Konneh cited specific examples, including a case involving a 13-year-old child engaged in gambling. He warned that early exposure to such activities could lead to serious social consequences, drawing parallels to the country’s ongoing struggles with substance abuse.

Konneh emphasized this concern by stating, “Of particular concern are multiple accounts of underage gambling, including a recent case involving a 13-year-old child. Liberia’s gambling laws clearly prohibit minors from participating in any form of betting or gaming.”
The senator also raised concerns that some gambling centers may be operating outside the scope of existing regulations, with limited oversight from the Liberia National Lottery Authority (NLA).
In response to these findings, the Senate summoned officials from the NLA to appear before the plenary. The NLA is expected to deliver a comprehensive briefing on the existing enforcement mechanisms designed to protect minors from the risks associated with gambling, including current regulatory frameworks, monitoring procedures, and penalties for non-compliance, as well as strategies to ensure all gambling institutions operate within the bounds of national laws, promote responsible gaming, and implement effective compliance protocols to safeguard public interests.
The matter has also been referred to relevant Senate committees for further review, as lawmakers consider potential measures to strengthen oversight and ensure compliance with existing gambling laws.
