Rwanda Appoints Moja Rwanda Limited as New National Lottery Operator

The Rwandan government recently officially appointed Moja Rwanda Limited as the new operator of the National Lottery, marking more than just a business transition.

Launched in 2021, Rwanda’s National Lottery serves as the financial engine for the country’s Sports Development Policy. By law, its proceeds are directly allocated to the Ministry of Sports to support three key priorities, nurturing talent to develop athletes for both national and international competitions, investing in sports infrastructure to build and maintain facilities that foster a competitive sporting environment, and promoting inclusivity to ensure that sports development benefits all levels of Rwandan society.

The transition to Moja Rwanda Limited was necessary after the National Lottery and Gambling Commission (NLGC) revoked the license of the previous operator, Inzozi Lotto (operated by Carousel Ltd), in October 2025. Regulators cited a consistent failure to meet contractual and regulatory obligations as the reason for the termination, as reported by The News Times, emphasizing the government’s commitment to strict oversight and a sustainable gaming sector.

This strategic appointment, formalized on April 3, 2026, after a rigorous selection process managed by the Rwanda Development Board (RDB), was essential to restore a vital funding stream for the nation’s sports sector and ensure it remains a sustainable engine for social growth.
