NLGRB Board Of Directors Approves Prequalified Independent Testing Laboratories

The National Lotteries and Gaming Regulatory Board (NLGRB) has, during its 144th Board meeting, approved the registration of GLI Africa (Pty) Limited and BMM Testlabs Uganda Limited as independent testing laboratories.

This approval is in line with Section 37(3) of the Lotteries and Gaming Act, CAP 334, which empowers the Board to collaborate with other parties to test gaming and betting machines for compliance with required standards. The law also authorizes the Board to require the holder or the applicant for a gaming or betting machine technical operating license to submit a machine to a test and to produce specified evidence of the result of the test.

In addition, Regulation 7 of the Lotteries and Gaming (Gaming and Betting Machines) Regulations, S.1. No. 10 of 2017 provides that the Board may utilize the services of an independent testing laboratory approved by the Board for inspection and certification of any gaming or betting machine or device.

In line with these legal provisions, the NLGRB had earlier invited applications for prequalification as independent testing laboratories to inspect, test, and certify gaming and betting equipment, including software, for a three-year term.

GLI Africa (Pty) Limited and BMM Testlabs Uganda Limited met all the requirements outlined in Regulation 13(2) of the Regulations after a thorough evaluation process. As such, their applications were approved, and certificates of registration will be issued accordingly.

The Board’s move to prequalify independent testing laboratories aims to strengthen regulatory oversight and ensure industry-wide compliance with laws and national gaming standards, align Uganda’s gaming sector with global best practices, and enhance public and stakeholder confidence in the fairness of gaming systems.

The National Lotteries and Gaming Regulatory Board shall publish the two prequalified independent laboratories in the Gazette, a newspaper of wide circulation and its website in accordance with regulation 13(4) of the Lotteries and Gaming (Gaming and Betting Machines) Regulations, S1. N0. 10 of 2017.
